II. REPORTS OF THE STANDING COMMITTEES
Finance and Personnel Committee – Mr. Roland
1. Consideration of a motion to approve a revised 2023 personnel organization structure,
including permanent assignment of director-level oversight of the Department of Water
Resources to the Director of Planning & Engineering; permanent assignment of the
Supervisor position for the Water Meter and Inflow & Infiltration (I & I) divisions, hiring a
Utilities Business Manager in lieu of a Director of Water Resources, and backfilling the
currently vacant Assistant Director of Public Works position.
2. Consideration of a motion to approve the Voluntary Retirement Incentive Program for
eligible employees.
3. Consideration of a motion to direct the Civil Service Commission to create an eligibility
list for Police Department hires from the Metro York Police Testing Consortium (MYPTC)
testing list.
4. Consideration of a motion to direct the Civil Service Commission to participate in joint
Civil Service testing with Penn Township to create an eligibility list for Fire Department
hires.
Governance & Policy Committee – Dr. Rupp
1. Consideration of a motion to approve the Bid Procurement, Contracts and Purchasing
Policy and Procedures.
Department of Planning and Engineering – Mr. Hegberg
1. Consideration of a motion to award the bid for engineering services for the Doss Alley
Improvement Project to low bidder ARRO Consulting, Inc. in the amount of $54,000.
(Borough responsibility for the total project will be $22,000).
2. Consideration of a motion to receive the work product for the Subdivision & Land
Development Ordinance (SALDO) from the Hanover Borough Planning Commission,
authorize Solicitor and staff to submit the document to the York County Planning
Commission for review, and to prepare and authorize the advertisement of the proposed
amended version for a public hearing.
3. Consideration of a motion to approve a revision to proposed zoning ordinance
amendment, Ordinance No. 2330, changing Exhibit A to properly list of all properties
affected by the proposed change to the official zoning map.
4. Consideration of a motion to Schedule another public hearing pursuant to public notice,
mailed notice and electronic notice, if applicable, on the proposed zoning ordinance
amendment, Ordinance No. 2330, for October 26, 2022 at 6:30 p.m. at the Hanover
Borough Building, 44 Frederick Street, Hanover, PA 17331, in accordance with Section
609 of the MPC.
II. REPORTS OF THE STANDING COMMITTEES
Department of Planning and Engineering – Mr. Hegberg
5. Consideration of a motion to authorize the readvertisement of a notice of proposed
enactment in accordance with Section 610 of the MPC, setting forth all of the provisions
in reasonable detail together with a summary of the proposed changes to the zoning
ordinance amendment, Ordinance No. 2330, to be considered for enactment on October
26, 2022 at 7:00 p.m. at the Hanover Borough Building, 44 Frederick Street, Hanover, PA
17331
6. Consideration of a motion to authorize the Borough Solicitor to enter the Borough’s
appearance in the zoning hearing scheduled on the application of J.A. Myers Building
and Development , Inc. for a Special Exception to develop a 120-unit Garden Apartment
Court on property located at Cherry Tree Court.
Public Works & Facilities Committee – Mr. Kress
1. Consideration of a motion to approve the award of the bid for the Guthrie Memorial Library
roof replacement project to Mid-State Roofing and Coating, Inc. low bidder, in the amount
of total base bid of $964,000.
Economic Development Committee – Mr. Hegberg
1. Consideration of a motion to approve the recommendation of the Economic Development
Committee to change their name to the Hanover Enhancement Committee, to add three
(3) citizen advisors to the Committee and to change the focus of the committee to
“collectively identify and advance community enhancement opportunities that will
meaningfully improve the quality of life and enjoyment through the creation of a vibrant,
beautiful and sustainable community.”
Public Safety Committee – Mr. Lockard
1. Consideration of a motion to approve the advertisement of the proposed ordinance for
regulation of fireworks in The Borough of Hanover.
