An executive session of the Borough Council was conducted immediately prior to the adjournment of the January 14, 2019 monthly general business meeting consistent with section 708(a)(1) and section 708(a)(4) of the Sunshine Act.

An executive session of the Borough Council was conducted immediately following the adjournment of the January 28, 2019 work session consistent with section 708(a)(3) and section 708(a)(4) of the Sunshine Act.

An executive session of the Borough Council will be conducted immediately following the adjournment of this evening’s meeting consistent with section 708(a)(3) and section 708(a)4) of the Sunshine Act for the following purposes: (1) to receive information and discuss the possible purchase or lease of real property by the Borough; and (2) to consult with its professional advisors regarding information and strategy in connection with issues on which identifiable claims or complaints are expected to be filed.

A motion to accept the recommendation of the Gettysburg Borough Historic Architectural Review Board (HARB) following its review on Wednesday January 16, 2019 and grant Certificates of Appropriateness to the following applications as presented: COA-18-0117, 196 S. Stratton Street – Survivors, Inc. for construction of a new shed addition and elevated walkway on south elevation; COA-18-0046, 105 E. Middle Street – Ian and Ashly Miller for amendments to a previously-approved COA based on physical and photographic evidence; COA-18-0130, 117 Baltimore Street – County of Adams to enclose entry at northern elevation with aluminum/glass storefront system and brick infill; COA-18-0131, 322 Baltimore Street – Rodney G. Simpson for construction of new door hood over principal entry; and COA-18-0132, 157 Carlisle St – Gettysburg College for alterations to “The Colonial” residence hall to include enclosure of carport to create lounge, rehabilitation of railings and columns, installation of new carriage lamp-style sconce fixtures, and reconfiguration of parking area to create greenspace and terrace contingent upon satisfying minimum zoning requirements per Part 13: Parking.

A motion to enact an ordinance amending Chapter 13, Part 1 of the Gettysburg Borough Code of Ordinances in order to change the expiration date of amusement licenses issued by the Borough from January 31st to March 31st of the following year.

A motion to adopt a resolution appointing Gary Casteel as a member of the Code Enforcement Appeals Board for a five-year term expiring on March 15, 2024.

A motion to adopt a resolution appointing Marion Ruff as a member of the Code Enforcement Appeals Board for a term expiring on March 15, 2023.

A motion to approve preparation and submission of a grant request to the Chesapeake Bay Trust, Green Streets, Green Jobs, Green Towns Program for funding for the Race Horse Alley / North Washington Street Phase of the Gettysburg Inner Loop Bicycle Trail.

A motion to enact an ordinance amending Chapter 15, Part 4 of the Gettysburg Borough Code of Ordinances relative to removing areas on the north side of East High Street from the on-street metered parking zones and designating areas on the north side of East High Street as a reserved metered parking space for use by persons with disabilities, as reserved unmetered parking spaces for use by Borough employees, and as reserved unmetered parking spaces for use of the general public while conducting business at the Borough Municipal Office Building.

A motion to authorize the preparation, revision, finalization and publication for subsequent enactment of an ordinance amending Chapter 15, Part 7 of the Gettysburg Borough Code of Ordinances relative to the temporary reservation and use of parking spaces in unmetered and metered parking zones of the Borough of Gettysburg, to include the reservation and use of such parking spaces by hotels and bed and breakfast establishments, and the placement of open-top refuse containers in unmetered and metered parking zones of the Borough and to authorize the preparation of the legislative purposes for the amendments of the ordinance provisions of Chapter 15, Part 7 of the Code of Ordinances.

A motion to authorize the letter conveying Gettysburg Borough comments regarding the Traffic Impact Study related to the Mark Gettysburg Project in Straban Township.

A motion to award the 2019 Stratton Street Pavement Improvements Contract to the lowest qualified responsible and responsive bidder________________ in the amount of __________________.

A motion to approve application for payment No. 5 to E.K. Services, Inc. for the Stratton Street Storm Sewer Improvements project in the amount of $36,879.00.

A motion to authorize the Borough Engineer to advertise the King Street Stormwater Improvements project for construction bids.

F. Police Department 1. Departmental Report Chief Carl Segatti 2. Motions Needing Council Action

A motion to authorize a COLA increase for retired police pensioner Douglas McKinney, to be paid from the Police Pension Plan effective January 1, 2019.

A motion to appoint Robert W. Glenny, Jr. to the position and office of Gettysburg Borough Chief of Police consistent with the certification by the Civil Service Commission of the Borough of Gettysburg as to his qualification for such position and office following a noncompetitive examination conducted on January 22, 2019.

A motion to authorize the entry into an Employment Agreement with Robert W. Glenny, Jr., for his employment as Gettysburg Borough Chief of Police commencing on March 4, 2019. Susan C. Naugle, President of Borough Council, and Sara L. Stull, Secretary, are hereby authorized to execute the Employment Agreement on behalf of the Borough.

G. Borough Manager 1. Manager’s Report Charles Gable 2. Motions Needing Council Action

A motion to authorize entry into a Memorandum of Understanding with the Gettysburg Garden Club for the operation of the downtown flower project for a term expiring on December 31, 2022. Charles R. Gable, MPA, Borough Manager, is hereby authorized to execute the Memorandum of Understanding on behalf of the Borough.

A motion to authorize entry into an Agreement for Services Rendered with the Gettysburg Borough Storm Water Authority relative to its administration and assessment of related fees for the implementation and operation of the Borough’s Municipal Separate Storm Sewer System (MS4) program. Susan C. Naugle, President of Borough Council, and Sara L. Stull, Secretary, are hereby authorized to execute the Agreement on behalf of the Borough.

A motion to authorize the preparation and submission of letters to appropriate National Park Service leadership, U.S. Representative John Joyce and U.S. Senators Pat Toomey and Bob Casey, Jr. supporting approval by the Gettysburg National Military Park of the Gettysburg YWCA’s permit application to conduct the 2019 Spirit of Gettysburg 5K and Gettysburg Battlefield Marathon on GNMP property.
