Special Council Meeting – Public Hearing on Proposed Use of
Community Development Block Grant (CDBG) Funds
2023 BOROUGH OF GETTYSBURG
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
PROPOSED BUDGETS
Residents of the Borough of Gettysburg are hereby notified that the Gettysburg Borough Council intends to hold a
public hearing at 6:30 PM on Monday, August 26th, 2024 to hear comments from the public on the Borough’s fiscal
year 2024 State Community Development Block Grant (CDBG) Program. The Borough Council intends to consider the
proposed FY2024 CDBG Entitlement budgets and application submissions for approval at the Borough Council
meeting immediately following this public hearing.
Gettysburg Borough has been notified by the Pennsylvania Department of Community and Economic Development
that the Borough’s 2024 Entitlement Community Development Block Grant allocation is $127,011. Gettysburg
Borough’s CDBG funds may be used to (1) benefit low to moderate income (LMI) persons, (2) remove slums or blight,
or (3) meet an urgent community need. FY2024 Entitlement CDBG funds may be used for any eligible activity.
The Council proposes to use the Borough’s allocations for the following activities:
ADA curb cuts along various alleys throughout the Borough – $127,011
In the event that the Department of Community and Economic Development does not approve a project, or if
requests are withdrawn, funds may be allocated to other eligible projects. The deadline for the County to submit the
FY2024 CDBG Entitlement application on behalf of the Borough to the Commonwealth is November 1, 2024.
It is anticipated that 70% of the approved grant funds will benefit low to moderate income persons. Further, it is
anticipated that none of the proposed activities will result in temporary or permanent displacement of any
households. However, in the event that displacement should occur, the Borough’s policy for minimizing such
displacement would be in effect. Gettysburg Borough is responsible for replacing all low and moderate income
housing units that may be demolished or converted as a result of the use of CDBG funds.
The Council will accept comment on the proposals prior to and at the public hearing. Documents pertaining to the
budgets and CDBG Program are available for inspection at the Gettysburg Borough Municipal Office Building, 59 East
High Street, Gettysburg, PA 17325 during normal business hours, and on the Gettysburg Borough Website,
