An executive session of the Borough Council of the Borough of Gettysburg was
conducted immediately following the adjournment of the September 25, 2023
monthly work session of the Borough Council consistent with section 708(a)(1) and
section 708(a)(5) of the Sunshine Act.
An executive session will be conducted immediately following the adjournment of this
evening’s monthly general business meeting consistent with section 708(a)(1) and
section 708(a)(5) of the Sunshine Act for the following purposes: (1) to provide
information and to discuss matters involving the employment and the terms and
conditions of employment of current and prospective Borough employees; and (2) to
review and discuss matters of Borough business which, if conducted in public, could
lead to the disclosure of information or matters of confidentiality protected by law.

A motion to approve the October 10, 2023 agenda as presented.
A motion to approve minutes of the Borough Council Meeting of September 11, 2023;
and the Borough Council Work Session of September 25, 2023, as presented.
VI. Special Presentation
Mayor Frealing – Announce Trick-or-Treat for
Gettysburg Borough residents to be held on Tuesday,
October 31 st from 6:00 PM to 8:00 PM.

2. Motions Needing Council Action
A motion to authorize the Director of Planning and the solicitor to prepare and
finalize, for intended enactment by the Borough Council, a proposed revised sign
ordinance in order to supersede, supplant and replace Chapter 19, Part 1, Subpart A.
of the Code of Ordinances of the Borough of Gettysburg.
A motion to authorize the setting of a public hearing of the Borough Council to be
held on November 28, 2023 at 6:30 p.m. and to authorize the provision of public notice
of the hearing consistent with the provisions of the Pennsylvania Municipalities
Planning Code relative to the proposed amendments and revisions to the sign
ordinance in order to supersede, supplant and replace Chapter 19, Part 1, Subpart A.
of the Code of Ordinances of the Borough of Gettysburg.
B. Department of Historic & Environmental Preservation

There are no motions for HARB. The developer for the Gettysburg Station project
presented a preliminary design concept.
C. Parking Department

2. Motions Needing Council Action
A motion consistent with the Memorandum of Understanding (MOU) with the
Gettysburg Area Retail Merchants Association, Inc. (GARMA) to approve free
holiday parking for the 2023 holiday season, from Thanksgiving Day through New
Year’s Day. Free parking is designated every day from 8:00 AM to 8:00 PM during
the holiday season with the exception of Fridays, Saturdays and Sundays, on which
days of the week parking will be paid as usual during normal metered hours. The
designated parking areas, as requested by GARMA, are as follows: Lincoln Square,
the first blocks of Baltimore Street, York Street, Carlisle Street and Chambersburg
Street, and the first block of Steinwehr Avenue.

A motion to approve all bills and payrolls for the month as presented.
A motion to authorize a COLA increase for retired police pensioner Larry Runk, to
be paid from the Police Pension Plan effective September 1, 2023.
A motion to adopt a resolution authorizing the Board of Commissioners of Adams
County to submit an application for 2023 Community Development Block Grant
funds to the Pennsylvania Department of Community and Economic Development on
behalf of the Borough of Gettysburg.
A motion to authorize the solicitor to prepare a resolution for adoption by the
Borough Council at its November 13, 2023 monthly general business meeting in order
to appoint Maher Duessel, a firm of certified public accountants registered in the
Commonwealth of Pennsylvania, as the independent auditor of the Borough of
Gettysburg during fiscal year 2024 in order to perform the examination and audit of
the accounting records of the Borough for fiscal year 2023.
A motion to appoint Susan Naugle as a member of the Shade Tree Commission for a
five (5) year term expiring in October 2028.
