An executive session of the Borough Council of the Borough of Gettysburg was
conducted immediately following the adjournment of the May 28, 2024 monthly work
session of the Borough Council consistent with section 708(a)(1) and section 708(a)(5)
of the Sunshine Act.
V. Approval of Agenda and Minutes – Council
A motion to approve the June 10, 2024 agenda as presented.
A motion to approve minutes of the Council Public Hearing on April 8, 2024, Council
Meeting on May 13, 2024 and the Council Work Session on May 28, 2024 as

presented: COA-240025 MAJOR PROJECT: 128 Chambersburg Street – Gettyspace
LLC for the rear renovation to include the replacement of the siding, the installation
of double doors on the first floor rear with two windows above on the second floor
rear, the addition of a second-story deck with a new door, steps and rear landing, and
a concrete pad as submitted in the application dated April 24, 2024; COA-240014
MAJOR PROJECT: 444 Baltimore Street-The Welty House – Lance Zaal for the rear
shed project to include a stick built paintable shed structure with four-lite windows,

double doors facing Baltimore Street, and placed on a cement slab as presented in the
application dated February 26, 2024 (revised April 23, 2024); COA-240028 MAJOR
PROJECT: 533 Steinwehr Avenue – Gettysgolf LLC for the construction of a ninehole min-golf course that would include public ADA restrooms, and employee
clubhouse, and a rear parking lot with downward screened lighting as submitted in
the application dated April 24, 2024; COA-240030 MAJOR PROJECT: 443 York
Street – Kevin McCready, The Cafe for the proposed façade renovation changes to
the front of the structure to include modifying the entrance doors, adding an ADA
ramp to a screened patio area in order to change part of an existing garage to a café
as submitted in the application dated April 29, 2024.

Motion to approve the Memorandum of Understanding between the Gettysburg
Municipal Authority (GMA), the Gettysburg Borough Storm Water Authority
(GBSWA), and the Gettysburg Borough, for the construction of the N. Washington
St. water and storm piping associated with the development of the Gettysburg Inner
Loop Phase B2 project, contingent on approval by the GMA and the GBSWA.

A motion to authorize a budget modification for fiscal year 2024 for the transfer of
the aggregate amount of $32,570.00, comprised of the transfer of $22,799.00 from line
item 01-410-112 and the transfer of $9,771.00 from line item 01-430-112 to the
following line items in the following amounts, as specified: 1) the amount of $1,322.00
to line item 01-401-192; 2) the amount of $315.00 to line item 01-401-193; 3) the
amount of $9,000.00 to line item 01-401-196; 4) the amount of $75.00 to line item 01-
401-198; 5) the amount of $191.00 to line item 01-401-199; and 6) the amount of

A motion to authorize the preparation by the solicitor of a proposed resolution of the
Borough Council for consideration of subsequent adoption for the purposes of
authorizing and ratifying the electronic or online payment and receipt of certain
