1. Consideration of a motion to approve the advertisement of the 2023 Hanover Borough
Budget for public inspection for a period of 10 days from December 2, 2022 to December 16,
2022 prior to final adoption in December.
2. Consideration of a motion to approve Ordinance No. 2334 to establish a procedure for
waiving additional charges assessed against a taxpayer who fails to pay their real estate
taxes in a timely manner due to failure to receive notice.
3. Consideration of a motion to approve the contract for a fully integrated government
accounting software platform with Springbrook Holding Company LLC.
4. Consideration of a motion to direct the Civil Service Commission to provide a certified hiring
list to cover current vacancies in the Police Department.

5. Consideration of a motion to approve the applications of the following five (5) employees who
are eligible to retire under the Early Retirement Incentive Program:

1. Consideration of a motion approving the 2023 Asset Capitalization Policy.
Department of Planning and Engineering – Mr. Hegberg
1. Consideration of a motion to approve Ordinance No. 2335 comprehensively amending,
supplementing, and replacing the Rental Property Ordinance No. 1796, as codified in
Chapter 278 of the Code of the Borough of Hanover.
2. Consideration of a motion to approve the contracts with Downstream Strategies in the
amount of $30,000 and Buchart Horn Architects in the amount of $13,500 for a Market
Analysis/Feasibility Study and Architectural Evaluation paid in full by grants from the
Warehime Foundation in the amount of $35,000 and the York County Economic Alliance
(YCEA) in the amount of $8,500.
3. Consideration of a motion to approve the contract with Forever Media for an informational
radio advertisement on the changes to metered parking for 6 weeks in the amount of
$2,976.00.
4. Consideration of a motion to accept the 90 day extension for the Preliminary/Final Land
Development Plans for George Street Property, as filed by Larry R. Redding, plans dated
July 12 2022. (Eric is reviewing)
5. Consideration of a motion to approve Resolution No.1358 for the Preliminary/Final
Subdivision Plan for 712 Ash Drive.
Public Safety Committee – Mr. Lockard
1. Consideration of a motion to approve Ordinance No. 2332 amending Chapter 346 of the
Code of The Borough of Hanover to modify restricted parking in the Cherry Tree Phase I
development.
