Hanover Borough Council Organization Meeting – 1/2/2024

AGENDA AND PROCEDURE FOR REORGANIZATION MEETING
OF HANOVER BOROUGH COUNCIL
MONDAY, JANUARY 2, 2024 at 7:00 PM

1. Mayor Whitman presides at this meeting.
2. Pledge of Allegiance
3. Moment of Silence
4. Roll Call by Borough Secretary.
5. Mayor Whitman requests that the Borough Secretary report on receipt of
Certificates of Election and Affidavits of Residency.
6. Mayor Whitman will administer Oath of Office to the Councilpersons elected
November, 2023:
First Ward: Tim Kress 4 years until 12/31/27
Second Ward: Scott Roland 4 years until 12/31/27
Third Ward: Greg Bubb 4 years until 12/31/27
Fourth Ward: Charles Hegberg 4 years until 12/31/27
Fifth Ward: Darlene Funk 4 years until 12/31/27
Fifth Ward: Ed Lookenbill 2 years until 12/31/25
7. Mayor Whitman now announces that Council is ready to organize for 2024-2025.
a. The floor is open to nominations for President using a written ballot form.
The Mayor will then collect the ballots and announce the names of those
Council Members who have been nominated for Council President. The
Mayor will then put one ballot for each nominee in a box.

The Mayor will then pull one ballot from the box and call for a vote on the
nominee selected from the box. If the first vote attains a majority, then the
matter is concluded. *Please note that no second is required for nominations.
If the first vote does not attain a majority, the Mayor will then select the next
ballot from the box and a new round of voting will commence. The Mayor
will continue until a President is elected by a majority.
Once the President is elected, the Mayor turns the floor over to the
President who will conduct the nomination and vote for Vice President in
the same fashion.
b. The President announces that the floor is now open to nominations for VicePresident using a new written ballot form.
8. Newly elected President of Council calls for approval for the following officers for
2024/2025: Borough Manager, Borough Secretary, Borough Treasurer, Assistant
Borough Secretary, Assistant Borough Treasurer, and Solicitor. It would be in order
for all these offices to be included as one motion.

9. Consideration of a motion ratifying the following dates and times as regular
meetings of Hanover Borough Council for fiscal year 2024: Tuesday, January 2,
2024 at 7:00 PM for Reorganization; Fourth Wednesday of January through
December at 7:00 PM; with the exception of November which shall be the fourth
Tuesday at 7:00 PM and December which shall be the fourth Monday at 7:00 PM.
10.Consideration of a motion approving Ordinance No. 2360 levying taxes for the
fiscal year 2024 and fixing collection rates thereon.
